PART-II QUALIFICTION & METHODS OF APPOINTMENT
9. Education & other qualifications for direct appointment No person shall be appointed to a post in the service by direct appointment, unless he possesses that qualifications prescribed for that post in Appendix-I.
10. Method of appointment Appointment to the posts in the service shall be made by any of all the modes in their respective order indicated below:-
  1. by direct recruitment which also includes/ appointment;
    1. by deputation;
    2. by absorption into service of the employees taken on deputation;
    3. by transfer, if a suitable candidate is not available by the afore-mentioned methods;Provided that filling up of any post on absorption/ transfer shall be made with the prior approval of the Board of Directors;
  2. by promotion from amongst eligible categories of employees:
NOTE:
  1. For direct recruitment of posts from Sr. no. 1 to 9 of Annexure-1, written test and thereafter interview shall be conducted. Written test shall carry 85 marks and interview shall carry 15 marks and the final merit list would be computed out of 100 marks.
  2. For posts at Sr. No. 10, 11, 12, 13, 15, 16, 18, 19, 28, 29, 30, 42 & 43 of Annexure-1, a candidate who possess a degree in Bachelor in Engineering/ B.Tech./ M.B.A/ M.C.A shall be exempted from the requirement of 120 hours course of Computers.
  3. For posts at Sr. No. 10, 11, 12, 13, 15, 16, 18, 19, 28, 29, 30, 42 & 43 of Annexure-1, recruitment shall be made on the basis of written test.
  4. For the post at Sr. No. 27 of Annexure-1, a written test and stenography test as per essential qualifications will be conducted. Final merit list shall be prepared on the basis of clearing the stenography test and the marks obtained in the written test.
11. Probation of Members of Service
  1. Persons appointed to the service shall remain on probation:-
    1. for a period of two years, if recruited by direct appointment;
    2. for a period of one year of recruited by promotion of transfer. The appointing authority may in its discretion extend the probation period of employees recruited directly as well as by promotion or by transfer by six months at a time subject to total extension of one year in each individual case provided that:-
  2. If, during the period of probation the work or conduct of a person appointed to the service is, in the opinion of the appointing authority, not satisfactory it may :-
    1. dispense with his services, if he has been recruited by direct appointment
      or
      1. revert him to his former post,
      2. deal with him in such other manner as the terms and conditions of his previous appointment permit.
12. Seniority of Members of Service







































NOTE:
  1. Seniority of the members of the service shall be maintained at the following levels:-

      Cleaners & P.D. Helpers recruited by the D.M.
    2. All other categories of State employees,            Head Office
      including Chowkidars, Sweepers, Jamadars,
      Daftries, & Peons etc.
    3. The seniority inter-se of members of the            H.O. 
      services shall be determined by the
      length of their continuous service on a post
      in the service.
    Provided that in the case of members recruited by direct appointment the order of merit determined by the appointment authority shall not be disturbed in fixing the seniority. Provided further that in the case of two or more members appointed on the same date, their seniority shall be determined as follows:

(a) a member recruited by direct appointment shall be senior to a member recruited otherwise.
(b) a member recruited by promotion shall be senior to a member appointed by transfer,
(c) In the case of members recruited by promotion or transfer, seniority shall be determined according to the seniority of such members in the appointments from which they are promoted or transferred, and
(d) in the case of members appointed by transfer from different posts their seniority shall be determined according to the grade of pay held in the previous appointment (i.e a member recruited by transfer from a higher grade of pay shall be senior to a member recruited by transfer from a higher grade of pay shall be senior to a member recruited by transfer from a lower grade of pay), if the grade of pay enjoyed happens to be the same then according to the pay drawn in the previous appointment, and if the pay drawn also happens to be the same then by their length of service in these appointments and if the length of such service is also the same an older member shall be senior to youngster member.
1. This regulation shall not apply to persons appointed on the purely provisional basis pending their passing the qualifying test for being appointed on regular basis.
2. In case of any doubt as to the interpretation of rule regarding seniority the rule / instructions prevailing in the Punjab Government on the subject at the time of dispute will prevail.
13. Pay of members of service Member of the service shall be entitled to such scales of pay as may be prescribed by the Board of Directors from time to time. Scales of pay in force, at present are as given in appendix I to these regulations.
14. Leave and other cognate matters. In respect of leave, and other cognate matters not expressly provided for in these regulations, members of the service shall be governed by Punjab Civil Service Rules, till such time Corporation frames its own leave rulses
15. Gratuity Payment of gratuity will be regulated by decision taken by Board from time to time.
16. Discipline, penalties & appeals Till such time PUNSUP frames its own rules in matter relating to discipline, punishment shall be governed by the rules applicable to Punjab Government employees from time to time provided that the nature of penalties which may be imposed the authority empowered to impose such penalties and the appellate authority, shall be as specified in Appendix III to these regulations.
17. Liability of transfer Every member of service shall be liable to transfer to any place within the state of Punjab or any other place where he may be required to serve.
18. Punjabi Examination (i) Each member of service should have passed examination of Punjabi language upto Matric standard.
(ii) For the post of Driver, Cleaner, P.D.H. & Peon, candidate should have passed examination of Punjabi language upto Middle standard.
(iii) For the post of Sweeper & Chowkidar, candidate should have passed examination of Punjabi language upto 5th standard.
