The Punjab State Civil Supplies Corporation Revised Service Regulations, 1985.

In exercise of the powers conferred upon it by Article 76(IV) & 76(XV) of the Articles of Association of the Punjab State Civil Supplies Corporation Limited, and all other powers enabling it in this behalf, the Board of Directors of Punjab State Civil Supplies Corporation Limited hereby revise the following regulations namely:-
1. Short Title Commencement & Application
  1. These regulations may be called the Punjab State Civil Supplies Corporation Revised Service Regulations, 1985.
  2. These regulations shall come into force with effect from 25th October, 1985.
  3. These regualtions shall apply to the posts specified in Appendix-I.
2. Definition In these regulations, unless the context otherewise requires-
  1. "Board" means the Board of Directors of the Corporation.
  2. "Chairman" means the Chairman of the Board of Directors of the Corporation.
  3. "Corporation" means the Punjab State Civil Supplies Corporation Limited.
  4. "Food & Supplies Department" means the Department of Punjab Government dealing with the Food & Supplies or any of its subordinate or attached office.
  5. "Managing Director" means the Managing Director of the Corporation.
  6. "Secretary" means the Secretary of the Corporation.
  7. "Direct appointment" means an appointment made otherwise than, by promotion.
  8. "Government" means the Government of Punjab.
  9. "Recognised University" means:-
    1. Any University incorporated by Law in any of the State of India,
    2. Any other University which is declared by the Government to be a Recognised University.
  10. "Service" means the service of the Punjab State Civil Supplies Corporation Limited.
3. Number and Character of Posts The services shall comprise of the posts shown in Appendix-I to these regulations, provided that nothing in these regulations shall effect the inherent right of the Corporation to make additions to or reductions in the number and/ or character of the posts in the service whether permanently or temporarily.
4. Appointing Authority All appointments to posts in the service shall be made by the authority indicated in Appendix-II
5. Nationality and Domicile No person shall be appointed to service unless/ he/she is:-
  1. A citizen of India, or
  2. A subject of Nepal, or
  3. A subject of Bhutan, or
  4. A Tibetan refugee who came over to India before the Ist January, 1962 with the intention of permanently settling in India, or
  5. A person of Indian origin who has migrated from Pakistan, Burma, Cyclone and East African Countries of Kenya, Uganda and the United Republic of Tanzania (formerly Tanganyika and Zanzabar) with the intention of permanently settling in India, or
  6. A person in whose favour a certificate of eligibility has been given by the competent authority, and if he belongs to category (e)the certificate of eligibility will be issued for a period of one year, after which such a candidate will be retained in service subject to his having acquired Indian Citizenship.
6. Disqualification No person:-
  1. Who has entered into or contracted a marriage with a person, having a spouse living,
  2. Who having a spouse living, has entered into or contracted a marriage with any person shall be eligible for appointment to the service; Provided that the Corporation may, if satisfied that such marriage is permissible under the personal law appicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person for the operation of this rule.
7. Age No person shall be recruited to the service by direct appointment if he/ she is less than 18 years and more than 37 years of age on the date of appointment or as may be specifically fixed by the Government from time to time. However the upper age limit for appointment to the posts in case of Deputy/District Manager, Addl. Manager & Manager, the upper age limit will be 45 years; Provided that in the case of candidates belonging to:-
  1. Scheduled Castes;
  2. Scheduled Tribes;
  3. Backward Classes;
  4. Widows;
  5. Women who are legally separated from their husbands or have been divorced;
  6. Women whose husbands have been ordered by the Civil or Criminal Courts to pay maintenances to them;
  7. Women who have, because of their desertion been living separately from their husbands for more than two years;
  8. Women whose husbands have remarried and;
  9. Wives of serving Military Personnel or those who are disabled while in Military Services;
  10. In case of released Army Personnel the upper age limit shall be relaxable to the extent of approved military services, the upper age limit will be relaxable as per Govt. instructions issued from time to time.
8. Superannuation & Retirement Every employee of the Corporation except the class-IV employee, shall retire on attaining the age of 58 years. In case of Class-IV employees the age of superannuation shall be 60 years
